The only two places where stun guns cannot be "owned or used" is in the State of Hawaii, the State of Michigan and in the city of Chicago, Illinois. As for restrictions, you have to have a concealed carry permit to own a stun gun in the State of Illinois (outside of Chicago, of course), in the State of Massachusetts and in the state of Wisconsin.
